Monday, April 17, training will be “Domestic Terror and Criminal Subversive
Groups: Bikers, Skinheads, Sovereigns and More” by Sgt. Kory Flowers.
Sgt. Flowers says this is a “101” basics course on various criminal subversive
groups, including sovereign citizens, white gangs and anarchists.
“I’ll also be doing a two-hour block during the day on outlaw motorcycle gangs,
which as you know have also dealt heavily in narcotics,” Flowers says.
Attendees will learn the basic ideologies, criminalities, and best ideas on successful
and safe encounters and prosecutions of criminal subversive groups ranging
from sovereign citizens and white supremacists, to outlaw biker gangs and anarchists.
The information presented is gleaned from years of first-person investigative and undercover work among these groups at the state and federal level.
Instructor Kory Flowers is a 17-year veteran sergeant with the Greensboro, North
Carolina, Police Department. He trains law enforcement officers, judges, district attorneys,
and various outside governmental agencies and corporations nationwide on
leadership, subversive criminal groups, and tactical communication. Sgt. Flowers has
written articles and conducted interviews and podcasts for publications including POLICE
Magazine, the Los Angeles Times, the Southern Poverty Law Center, and National
Public Radio.
Tuesday, April 18: Morning Conference speaker Chief Robert Paudert, retired,
presentation synopsis: On May 20, 2010 two police officers were gunned down on
Interstate 40 in West Memphis, Arkansas, by sovereign citizens. Approximately
90 minutes later, they were observed on a Walmart parking lot. There, they shot and
wounded the Sheriff and chief deputy. As they attempted to flee, officers from surrounding
agencies shot and killed the suspects in a violent shootout. This event brought the sovereigns to the attention of the FBI. Prior to the West Memphis shooting, they were classified as whitecollar criminals.
Today, they are listed as domestic terrorists. This training has been presented in all 50 states and Canada. It has been highly effective in saving officers lives when encountering sovereign citizens. It is the most requested training on sovereigns in the country. The training offered in this four-session seminar will prepare officers to effectively identify a sovereign, and know the best course of action to take to survive this encounter.
About Robert “Bob” Paudert: Bob Paudert began his law enforcement career in Tennessee with the Shelby County Sheriff’s Office in February of 1966 at the age of
21. His first assignment was in the jail division. After six months, he was moved to the
patrol division where he patrolled the Shelby County area for 5-½ years. He requested
a transfer to Metro Narcotics in November of 1971, and immediately went undercover
infiltrating major drug kingpins in Memphis and Shelby County. In August 1973, Paudert
volunteered for an assignment in Metro Aviation, a newly created unit. After his
initial training period he became a certified flight instructor within the first year. He was
appointed assistant commander of the Aviation Unit and served in that position until
June of 1980. He was promoted to captain and again transferred back to Metro Narcotics
as a shift commander. In 1986, Paudert was promoted to Inspector and Commander
of the Internal Security Unit investigating police corruption and complaints against
officers.
Married to wife Linda for 49 years, they have two sons and six grandchildren. His son, Brian, was a fighter pilot in the United States Navy flying the F-14 Tomcat in combat missions in Afghanistan and Iraq. His son Brandon, a West Memphis Police Officer, was
shot and killed in the line of duty May 20, 2010.
Tuesday, April 18: Afternoon Conference speaker
Chief David Lorenzen will lead discussions on the concept of “Blue Courage.”
Chief Lorenzen has been delivering Blue Courage throughout the state. This training
is focused on the individual officer’s heartset and mindset.
This discussion will be an introduction to what Blue Courage is and the disciplines
of it. Blue Courage is a transformational process focused on the human development
of a law enforcement officer. It draws on relevant proven literature and research on
human effectiveness, positive psychology, leadership development and neuro science.
The goal is personal and cultuheart set, mindset, skillset and toolset of
today’s law enforcement officers.
Law enforcement officers in 2017 are serving the citizens in a time of accelerating
change and increasing disruption. In his book, Thank You for Being Late, Thomas
Friedman wrote, “Increasing forces of accelerating change are outpacing the human
and organizational capacity to adapt.” Law enforcement agencies are striving to provide
the best working environment, taking into account all the issues, challenges and
opportunities. Law enforcement agencies have done a fairly good job of training their
officers in the skillset and toolset portions of the job. A high percentage of training
time is spent in those areas. Unfortunately, the personal challenges law enforcement
officers are subject to – such as cynicism, relationships, identity, integrity, health, and
stress issues – have not been adequately handled.
Blue Courage training instills a sense of commitment and purpose that can help
develop the guardian heartset. Today, more than ever, requires law enforcement officers
to be grounded in the high core values of integrity, courage and character.
These attributes are not unique to law enforcement, but are simply the building
blocks of a highly evolved and effective human being.

2015 Annual Training Conference
was held on
April 20-21, 2015.
This event was held at the Ramada Tropics Resort and Conference Center in Urbandale, Iowa. This years training seminars focused on "Human Tafficking". Mondays speaker was Tina Frundt, founder and director of Courtney's House. She has testified before Congress and been featured on many national shows and publications. On Tuesday our own Mike Ferjak was one of our featured speakers. Mike leads the Iowa Department of Justice Human Trafficking Enforcement and Prosecution Initiative for Attorney General Tom Miller. Speaker Biography Sgt. Lou Savelli, NYPD - Retired. Savelli is one of the world's leading authorities on gangs and gang investigation. He has spent 25 years in law enforcement combating gangs, drug gangs, drug cartels and organized crime. He is a highly decorated NYPD Sergeant who retires as the detective squad supervisor of the NYPD Terrorist Interdiction Unit. He was chosen by NYPD Police Commissioner William Bratton as one of the top 10 of the NYPD's most effective leaders. He has received awards from the FBI, DEA, ATF, Dept. of Treasury, US Attorneys Office, US Department of State, Los Angeles Sheriff's Office, Canada, Italy, New South Wales Australia, New Zealand, Mexico, Japan and many others.
Lou has consulted on such television shows as TheThird Watch (NBC) and One Life to Live (Fox), and provided intricate authentic information to television shows such as New York Undercover. Lou was the technical consultant for and is currently appearing on the History Channels Gangland Series. Lou is a frequent consultant to hundreds of Law Enforcement agencies each year throughout the United States and abroad. His list of accomplishments goes on and on.
Sovereign Citizens Training for Law Enforcement Tuesday morning April 15th, 2014
This training will equip attendees with the knowledge to recognize and identify sovereign citizens and anti-government individuals and allow for a better understanding of the subculture movement. Attendees will learn the fundamental principles of the sovereign citizen movement. The presentation will forcus on sovereign citizens and their rapidly increasing problematic contact with all forms of government on a local, state, and federal level.
COURSE OBJECTIVES: Recognize common sovereign citizen language and buzzwords. Recognize common sovereign paperwork often filed, such as: leins, lawsuits, affidavits, fraudulent documentation, etc. Discuss and understand basic sovereign ideological pillars and how they relate to our frequent encounters with sovereign citizens.
Speaker Biography
Kory Flowers is a Corporal with the Greensboro Police Department, Patrol Division, where he has been assigned since 2012. Prior to his promotion, he spent five years assigned to the Criminal Intelligence Unit where his daily responsibilities included monitoring, documenting and prosecuting subversive criminal groups and organizations that included sovereign citizens/anti-government extremists, white supremacists/racist skinheads, anarchists, separatists and animal/earth extremists. Cpl. Flowers has worked numerous criminal cases on a state and federal level that have resulted in successful prosecutions. He is well versed on covert and overt surveillance techniques used during intelligence operations involving these subversive groups and has worked several large regional and national events in multiple jurisdictions.
Tactical Medicine for Law Enforcement

Medicine for Patrol is designed to familiarize law enforcement personnel with
the skills necessary to support Self aid and Buddy aid. As the violence
associated with drug activity and terrorism continues to increase, the ability
to have officers trained and skilled with this specialized talent is becoming a
standard among tactical law enforcement.
Speaker Biography
SSG Michael Martinez: a Combat medic and Tactical
medicine instructor cares about training Solders. He has been doing that for
over twenty years. Now he has turned his attention to law enforcementtactical
medicine. Raised in Los Angeles, California
SSG Michael Martinez is a Combat Veteran with over 20 years of military
experience. Training Medics has been Martinez passion; he has trained over 1500
combat medics all over the United States as well as Egypt and Afghanistan. SSG Martinez is also a full time
active duty member of the Midwest Counterdrug Training Center (MCTC), where he
is the NCOIC and primary instructor of the Tactical Medicine Training program
for federal, state and local Law enforcement agencies and tactical response
teams.
SSG Martinez has had multiple
deployments and was awarded the Combat Medic Badge for his actions in
Afghanistan as well as, a Purple Heart for wounds received in combat. His Last
deployment was to Afghanistan 2010-2011, Kumar Province, forward operating base
Wright.

2013 Annual Training Conference
April 23-24th, 2013
The 2013 Training Conference was held on
April 23rd and 24th, 2013. The host facility
was the Stoney Creek Inn, Johnston Iowa. The IPOA had 101 registered to attend this training.
Presentations included the following:
“Where the Fight is, is Where you Fight”. In Memory of Sergeant Eric Stein, Keokuk County Sheriff’s Office. This presentation will take an in-depth look from start to finish of the tragic shooting that occurred in Keokuk County, Iowa on April 4, 2011.

Iowa DCI Special Agent Darrell Simmons
Day one of the conference begins at 8:00a.m. and will highlight staff from the Federal Bureau of Investigation (FBI) and United States Department of Homeland Security (USDHS) including; FBI Special Agent’s Stephanie Post and Scott James along with FBI Intelligence Analyst Darin Challacombe and from USDHS, Intelligence Officer Tom Riggs. These presenters will cover present day topics to assist law enforcement officers in enhancing their crime fighting knowledge and ability to protect those we serve. Topics include; interdiction intelligence and suspicious activity reporting, success stories of joint intelligence operations, understanding abnormal behavior patterns, anti-government movement trends, deescalating violent situations and crisis negotiations, and conspiracy and gang investigations. This day will provide something of value for every attendee. We will hold the Annual Business Meeting during Lunch on Tuesday April 23rd, this is for members only.
We will change things up for day two with conference attendees having the unique opportunity to learn from one of the nation’s top trainers on integrity and ethical behavior in law enforcement. Dr. Neal Trautman will share his expertise with officers on a variety of areas to enhance their ability to recognize and overcome the many challenges they face both internally and externally as a sworn law enforcement officer. Dr. Trautman brings real life experience with him as he served sixteen years as a police officer and then took that experience with him as he began the National Institute of Ethics. This day of training will help attendees understand why choosing a career as a police officer is something to be proud of and respected by those lucky enough to serve in the profession.

Dr. Neal Trautman
Dr. Neal Trautman is the author of EthicsEd's Preventing Sexual Misconduct and Abuse course. He has authored 12 published books, presented over 500 ethics and leadership seminars, been a special guest speaker at 59 conferences, written 56 articles and conducted 4 nationwide research studies.
Dr. Trautman is the founder of the National Institute of Ethics, a non-profit, Congressional award-winning organization dedicated to furthering ethics and integrity throughout America. He is also the founding President of the International Association of Ethics Trainers.
As a Senior Analyst, he consults and teaches anti-corruption seminars to foreign government officials for United States Department of State and Commonwealth Trading Partners, Inc. Prior to founding the National Institute of Ethics, Neal finished his 16-year government career as the Director of Human Resources for the city of Winter Park, Florida.
Special Agent J. Douglas Hurley of the Iowa Division of Narcotics Enforcement Special Agent Hurley has been employed with the DNE since 1997, conducting covert and overt narcotics investigations. Special Agent Hurley instructs in areas of narcotics investigations, search warrant preparation and execution, confidential source management, clan lab hazards, drug endangered children, firearms and open sight rifles. To date, Special Agent Hurley has investigated and dismantled in just shy of 400 methamphetamine laboratories and serves as an expert witness in both state and federal courts. Prior to working with DNE, Special Agent Hurley was a Gaming Enforcement Officer for the Division of Criminal Investigation working in the Burlington/Ft. Madison, Iowa area from 1994 through 1997. Special Agent Hurley is a 1993 graduate of Central Missouri State University with a Bachelor of Science Degree in Criminal Justice Administration and is an original founding member of INOA, currently serving as the secretary.
Special Agent Darrell Simmons of the Iowa Division of Criminal Investigation
Special Agent Simmons started his law enforcement career with the Iowa Division of Criminal Investigation (DCI) graduating from the 22nd Iowa Department of Public Safety Basic Academy in 1995. From 1995 through 1999 S/A Simmons was assigned to the DCI’s Gaming Unit. In the fall of 1999 S/A Simmons transferred to the Iowa Division of Narcotics Enforcement (DNE). S/A Simmons was assigned to the Clandestine Laboratory Response Team (CLERT) where he was responsible for investigating individuals and groups who were manufacturing and distributing methamphetamine throughout North East Iowa. S/A Simmons also worked in an undercover capacity making controlled buys of illegal narcotics and weapons. During S/A Simmons time with the DNE, S/A Simmons testified as an expert in state and federal court on numerous occasions. In April 2006 S/A Simmons transferred back to the DCI’s Major Crime Unit. As part of the Major Crime Unit, S/A Simmons is responsible for investigating and testifying in a variety of felony cases to include homicide, embezzlement, public corruption, officer involved shootings, sexual assault, bank robbery, kidnapping, and missing persons.
Special Agent Stephanie Post
Special Agent Stephanie R. Post graduated from Kansas State University with a Bachelor of Arts in Sociology with a specialization in Criminology and a minor in Spanish in 2004 and then received her master’s degree in Criminal Justice from Loyola University Chicago in 2006. While at Loyola, SA Post published a thesis on serial killers in the media and also served as a research analyst for the Chicago Bar Foundation and Loyola University Chicago. In 2006, SA Post was hired on with the Kansas Bureau of Investigation, assigned to the Midwest High Intensity Drug Trafficking Area (“HIDTA”), where she worked as an Intelligence Analyst supporting local and federal drug conspiracy cases.
In 2008, Stephanie Post was hired on with the Federal Bureau of Investigation as a Special Agent and was assigned to the Chicago Field office out of the Academy, where she worked on an African American Safe Streets Gang Task Force. SA Post assisted with several complex gang investigations and served as case agent on a multi-agency and multi-state Title III case called “Operation Blood Hound” and an ongoing Chicago gang RICO investigation called “Operation Boxcar Willie”. SA Post is the 2012 recipient of the Chicago Crime Commission award and the Chicago Crime Stoppers award for her work on “Operation Blood Hound”.
In October 2012, SA Post transferred to the Des Moines office out of the Omaha Division and has been assigned to the Fusion Center, as the FBI representative for the State of Iowa.
Special Agent Scott James
Scott James has been an FBI agent for twelve years and a crisis negotiator for five years. He is currently assigned to the Des Moines Iowa joint terrorism taskforce. Prior to moving to Iowa in 2008, James lived in Los Angeles, CA where he specialized in white collar crime. After graduating from Colorado State University in 1994 with a BA in History, James served as an active duty Artillery Officer in the US Army until 1999.

Pat McCarthy was our featured speaker, he has developed this training for Law Enforcement Officers only. Pat spent 6 yrs. with the U.S. Marines Corps Reserve and is a 25 yr. veteran of the Chicago Police Department. He has earned 14 Special Department Commendations and more than 100 honorable mentions and letters of appreciation from the Director of the FBI and other Federal Agencies. Iowa Peace Officers Association
2011 Conference
The 2011 Annual Training Conference was held in Sioux City on May 2nd and 3rd. The Conference site and host Hotel was the Hilton Garden Inn. This years topic was," Outlaw Motorcycle Gangs", presented by Steve Cook. We held a raffle which included the winners choice of any Glock. 2010 Conference The 103rd annual conference of the Iowa Association of Chiefs of Police and Peace Officers was held on April 13-14, 2010, at the Des Police Department PARC Recreation Center, 5374 E. University, Pleasant Hill.
Dr. George Thompson, president and founder of the Verbal Judo Institute, conducted a two-day "Basic Verbal Judo" workshop.
