Personal Biography
Mr. Steier is the Director of
the Bureau of Investigation & Identity Protection with the Iowa
Department of Transportation and has been employed by the Department for 22
years. Previous positions held with the
Department were serving as Major of Investigations with the Motor Vehicle
Enforcement Office (MVE) and 14 years as an Investigator with MVE where he
was assigned to conduct investigations specializing in identity fraud and
identity theft. He has provided training and education on document and
identity fraud along with DMV/law enforcement partnerships to law enforcement
officers and motor vehicle administration staff in Iowa and through-out the
United States and Canada.
Mr. Steier serves as Chair of the American Association of
Motor Vehicle Administrator’s (AAMVA) Fraud Detection and Remediation (FDR)
Training program, is a member of the AAMVA External Fraud Working Group, and
serves as the Fraud Representative to the AAMVA Vehicle Standing Committee. He serves on the Board of Directors for the
National Odometer and Title Fraud Enforcement Association and the Iowa Peace
Officers Association.
Major Steier has a B.A. Degree in Criminal Justice Administration
from Mount Mercy University, Cedar Rapids, Iowa. He is a certified State of Iowa law
enforcement officer, sworn Special Deputy U.S. Marshall serving on the FBI’s Joint
Terrorism Task Force, and is a member of the Iowa Law Enforcement Intelligence
Network.
Paul will begin his new position with the American Association of Motor Vehicle Administrators on Feb. 1st, 2017 after retiring as Director from the Bureau of Investigation & Identity Protection with the Iowa
Department of Transportation Iowa.
