At the February 21, 2012 Board Meeting, V.P. Gus Farmer made a motion to except the proposed changes of the IPOA and direct the Sec.-Treasurer to post the changes on our web page, 2nd by Captain McKelvey. All members present voted in favor of the motion.
Major Steier has been working on these during the year and the Board has reviewed and thoroughly gone over the proposed changes to each Article. Please review these prior to the annual conference when we will be voting on the changes. I have attached a brief narrative detailing some of the changes. Many of the changes deal with grammar and punctuation. The new proposed by-laws will be voted on by the members present at the Annual Meeting May 2, 2012.

Article I.
Clarified that Membership is open to any Peace Officer as defined by Iowa Code 801.4 We have also included Certified Reserve Peace Officers. Removed the Misc. Memberships that are not being used.
Article II.
Remove the language establishing Lifetime Memberships and establish future changes with the Board receiving approval from members of the Corporation.
Article IV.
Clarification on the Election and size of the Board.
Clarified reviewing of a Director’s lack of attendance.
Article V.
Removed the Secretary/Treasurer from making preliminary investigations of any alleged violations of the pension system.
Removed this section requiring a bond from the secretary/treasurer.
Article VII Section 2.
Clarified any Director appointed by the Board to fulfill an unexpired term will be ratified at the Annual Meeting by a majority vote of members present.
Clarified appointed committee members may be reimbursed expenses subject to Board approval.
Article VIII Section 6.
Removed this section requiring the Board to investigate alleged violations of pension or civil service system.
